St. Michael, like most college preparatory schools, asks its students to do summer work for two reasons: First, to diminish the effect of the summer months' "brain drain," in which the average student loses one month's worth of school year learning.
Second, the school year itself is very taxing on students, especially for those enrolled in honors classes. By having students do some of that work over the summer, it lessens the amount of work due in the first couple of quarters, especially.
Teachers are expected to hold kids accountable for the assignments during the first two weeks of the school year, though individual teachers will each do that differently.
